Analysis on the consortium for solid waste management in Ceará - Brazil

Public Consortia (CPs) are institutions that favor collaboration between federated entities, especially to the integrated management of solid waste. In this study, the characterization of the current Ceará State’s consortia was sought. A research was carried out with the executive secretaries and / or superintendents of these CPs, in order to investigate the characterization of consortia, consortium members, ongoing actions and projects and their institutional relations. The young age on the 16 participants institutions was observed, just as the absence of a technical operational structure and of infrastructure to meet the requirements of the National Solid Waste Policy and limited agreements with partner institutions. The role of the State Public Prosecutor and financial incentives and state technical support for the conception of CPs as inducers is evident, exposing the incipient municipalist culture in the State.
