The decision in ADPF n. 635 of the STF and the use of lethal force in political operations: public safety in Brazil

This article seeks to analyze the decision of the Federal Supreme Court in the Arguição de Descumprimento de Preceito Fundamental (ADPF) no. on public security in Brazil, with a focus on the State of Rio de Janeiro. The general objective is to analyze the effectiveness in the implementation of the Judicial Observatory on Citizen Police and whether the use of lethal force in police operations in Rio de Janeiro had a significant decrease after the decision in ADPF n.º 635 of the Federal Supreme Court, as well as its reflexes. in Public Security. Consequently, the specific objectives that seek to conceptualize Public Security in Brazil are addressed, with a focus on the Military Police; observe the consequences of the use of lethal force in police operations, and finally, analyze the decision of ADPF n.º 635 of the STF, the function of the Judicial Observatory and address the impact of the decision on public security, focusing on the State of Rio de Janeiro. January. The methodology adopted is qualitative, with a deductive approach method, based on theoretical research on reading and records of literary works and scientific articles. In addition, there is a documentary analysis on the decision of the STF in ADPF nº 635. It is concluded that it is necessary that the Brazilian legal and legislative system adopt effective measures and that it has constant investigation by the authorities so that the use of lethal force in police operations be drastically reduced.
