This article aims to discuss the preservation of cultural heritage and its connection with regional development through an analysis of Santa Catarina's legal protection. The question raised is whether the legal protection of cultural heritage in the state of Santa Catarina can imply means for the development of the state. Therefore, the general objective is to analyze the legal framework of the legal protection of cultural heritage in the state of Santa Catarina as a means of regional development. In this vein, the specific objectives will focus on presenting the historical evolution of the concept of heritage, as well as other key concepts. Subsequently, the heritage legislation of an international and national nature and of the state of Santa Catarina will be explained. Finally, the importance of protecting cultural heritage for regional development will be analyzed. The research method is inductive, starting from particular inquiries and moving towards broader considerations. The type of research is bibliographic and indirect documentary. It is concluded that the preservation of cultural heritage enables regional development and that Santa Catarina has strong preservation legislation, which contributes to the process of social capital formation and the growth of the population's sense of belonging and self-esteem, significant elements for the appreciation and preservation of cultural heritage.
