limitation of functional action and violation of the constitutional principle of efficiency

Unsatisfactory statistics make society, in addition to the agents involved in public security, clamoring for changes that meet not only the efficiency of the public service, but, above all, the needs of the population. Based on the constitutional, administrative, criminal and criminal procedural rules in force in Brazil, as well as on the reality of public security, this article aims to analyze the police model adopted by Brazil compared to that used by most other countries, called complete cycle, which, according to the data analyzed, proves to be more efficient in fighting crime. From the use of the literature review research method, we seek, therefore, to point out a solution that allows a full functional performance, resulting from the adoption of a more pragmatic and technical position, which meets one of the basic principles of Public Administration, that is, the principle of efficiency.
