This scientific article presents a study on the possible impacts of the Authority Abuse Law, Law no. 13.869, of September 5, 2019 on the discretion of the actions of public agents. The new legislation inserted a series of limitations when performing these acts in administrative activity. In this sense, an analysis of the main impacts and an overview of the inserted changes was made, as well as an analysis focusing on the effectiveness of constitutional guarantees, notably the principles of Impersonality, Morality and Motivation of Public Administration acts. Thus, the essential objective of this study is to analyze possible positive and negative aspects of the new legislation in the Brazilian legal system and its consequences in the exercise of administrative activity.
