Evolutionary process and the dynamics of cooperation, learning and innovation of the Cariri-CE footwear APL

This article aimed to analyze the evolutionary process of the footwear local productive arrangement in the Cariri region, state of Ceará, from the perspective of the cooperation, learning and innovation relationships developed between 2016 and 2020. The research is characterized as descriptive quantitative, using secondary data - taken from the Annual Social Information Report (RAIS) to measure Relative Participation (PR) and Locational Quotient (QL) indexes - and primary data, originated from the application of semi-structured questionnaires to companies in the productive arrangement. The results showed that the articulations of the arrangement are not transversal, in addition to low cooperation and a lack of articulation with research and education institutions, still disconnected from local demands. It is concluded that there is a need for adjustments to the process and structural reforms to reverse the decline in the number of companies and formal ties, increase cooperation, and increase the synergy of the footwear productive arrangement.
