This article aims to present the results of a study on the evolution of the Municipal Human Development Index (IDHM) of the municipalities of Planalto Norte Catarinense in 1991, 2000, and 2010. While the education dimension is prioritized, the article is characterized as a review supported by the principles of bibliographic and documentary research and is justified by the lack of discussions involving the researched region. Data from 13 municipalities of Planalto Norte Catarinense were analyzed. The study concludes that there are discrepancies among the municipalities in the region, low rate of qualified teacher training for the final years of elementary and high school, and failure to reach the goals designed for the final years of elementary school.
