Social assistance financing
advances and threats to the public policy of social inclusion

The financing of public policy on Social Assistance in Brazil has a historical trajectory from the Brazilian Legion of Assistance (LBA) to the post-Constitution of the Federative Republic of Brazil in 1988, in which there is no evidence of a legally guaranteed minimum percentage for its financing, configuring a vulnerability of this social policy. The article aims to reflect on this path, seeking to present legislation consistent with its funding and point out the claims that occurred in municipal conferences. The study was articulated by the development of documentary research in the municipalities of Palmas/PR and Canoinhas/SC, in relation to the SUAS structure and budget. Among the results, it appears that basic social protection is underway, however, in Palmas-PR there is a need to expand the high complexity. It is concluded that the sustainability of social assistance is one of the factors that suffers from legal evasion and that the lack of definition of minimum values leads to oscillation in each budget.
