What are the potentials and constraints for the national school food program in Getúlio Vargas/RS?

The National School Feeding Program (PNAE) is a Brazilian public policy on school feeding. It became a rural development policy in 2009 by establishing that at least 30% of federal funds transferred to school lunches must be used to purchase products from family farming (AF) directly. This research evaluated how the resources of the PNAE are used and what are the potentials and limitations in the purchase of food from family farming in Getúlio Vargas, Rio Grande do Sul. The study is exploratory, with mixed method (quanti and qualitative). Official secondary data from the FNDE (from 2011 to 2017) were collected and analyzed and interviews were conducted with key informants in the municipality. The municipality has exemplarily complied with the law, with a maximum of 63% and an average of 48.6% of the funds transferred by the Union used in the direct purchase of food from AF. Conditioned by potential: organization of farmers in a cooperative; commitment of farmers and Emater in the municipality to the program; School Feeding Council (CAE) efficient. The following limitations are highlighted: bureaucracy; low planning and food diversity. The PNAE in Getúlio Vargas has contributed to ensuring food security for students, providing food in adequate quantity and quality.
