The text presented is the transcript ive of the conference given by professor and researcher Dr. Sandro Luiz Bazzanella, on September 19, at Discipline Public Policies and Development, offered by the Master's Program in Regional Development, taught in the second half of 2020. The participation of Professor Sandro occurred at the invitation of Professor Maria Luiza Milani, to be introduced in this discipline, the constitutive aspects of the Brazilian state, to support the presentation of public policies within Brazilian society. The text presented is the ipsis literes transcription of the conference given, recorded on video and audio. The arguments presented were based on theoretical principles and assumptions that present bases for recognizing the conduct of the governments of the Brazilian republic, especially to recognize the guidelines ensured by public policies under the political direction of governments in Brazil.
