Abstract

This paper proposes an analysis of the main theories that involve public policies, as well as possible trajectories that they may follow. Our objective, from the design based on the background, is to present an evaluation of the history of Social Security in Brazil, from the 1930s onwards, following the military dictatorship period, until reaching redemocratization. From the 1980s onwards, especially the area of ??social assistance is no longer linked to a possible philanthropy and is now considered an area of ??universal access. The methodology of this work is from a secondary source, where a pertinent bibliography for our analysis is supported.

Keywords: Public policies. Social assistance. Rights.
