In Brazil there are policies for development, among which it is possible to highlight the National Land Credit Program (PNCF) whose focus is to enable access to land for non-owner rural workers or owners with an area less than the minimum for family properties and insufficient for sustenance. This research analyzed the projects approved in Santa Catarina between 2019 and 2023 to suggest improvements to the Program, understanding that public policies can be discussed scientifically to expand their potential to promote development. Data were collected, arranged in geographic information systems and alphanumeric tables. The analyzes made it possible to observe the predominance of projects approved for men whose productive activities are inserted in agricultural chains in the West region, with relevant negative environmental impacts. It is suggested that the PNCF can be reformulated to more efficiently include other audiences and production chains, becoming a tool for development anchored in productive inclusion and ecological transition.
