Environmental quality as a support to planning and management: a study applied to the city of Mossoró/RN

Abstract

Planning and management are tools that can guide Brazilian cities to sustainability, in this process studies on urban environmental quality (QAU) can guide their elaborations. Therefore, the objective of this work is to present contributions of studies on QAU to urban planning and management in order to improve the environmental conditions of cities and the life of city dwellers from the case of Mossoró, located in the state of Rio Grande do Norte, Brazil. The QAU conditions of Mossoró are the result of the study of five socio-environmental variables – land cover, vegetation cover, land surface temperature, occurrence of flooding and basic sanitation conditions, using geotechnologies for data manipulation. The central neighborhoods of Mossoró presented a significant concentration of low QAU unlike the peripheral neighborhoods, this occurred because the central neighborhoods did not have their constitution accompanied by planning and management appropriate to the environment and the population, however, the peripheral neighborhoods are in the expansion phase and need attention. Based on these results, actions and measures of planning and management can be directed towards the improvement and maintenance of conditions according to the identified QAU classifications, especially those related to the vegetation cover variable.
