Financing and operationalization of the social assistance public policy parting from the constitutional amendment 95/2016 in the regional of Pato Branco, Paraná

The study aim is to analyze the financing and operationalization of social assistance policy parting from the Constitutional Amendment 95 of 2016, related to the municipalities development in the 7th Social Assistance Regional based in Pato Branco, Paraná. The methodology included triangulation of quantitative and qualitative methods, with documentary research and interviews. The sample group consisted of two accountants and six managers from the regional municipalities with the three highest and three lowest Municipal Human Development Indexes. The results indicate that the main problems and challenges related to the financing and operationalization of social assistance parting from the Amendment, and aggravated during the Covid-19 pandemic, concern budget imprecision, resource resources, workforce management, maintenance of physical structure and meeting the population social needs. Historically underfunded, social assistance may present even greater difficulties related to the spending ceiling imposed by the Amendment.
