Hydrographic basin committees as an instrument for territorial risk management

Abstract

The persistence of water crisis risks represents an extreme event in the territorial environment, where it needs to be evaluated with a closer look at the planning issues that permeate the discussion within the scope of the quantitative and qualitative information of water for the promotion of specific public policies. The objective is to establish the conditions and procedures for the management of water resources through river basin committees, transposing to the order of public management the identification of risk factors that interfere in this process. Based on consultations in bibliographic databases, this text details the various attitudes that have been taken in favor of the process of development of Brazilian water management, taking as a reference the hydrographic basin committee. The model (CBHs) seeks to implement a new management vision, valuing the full participation of the community in all existing segments, shaping a new way of solving obstacles, without wasting water resources and minimizing environmental degradation. Implemented legislation and state administrative decentralization must constitute an element of basic articulation between the different levels of public administration and capable of generating a more effective path for public choices and priorities. It is concluded that the Hydrographic Basin Committee is an essential instrument for the management of territorial risks associated with the availability and quality of water resources.
