Transparency in government hiring and social control needs to go hand in hand, especially at this time the world is going through due to the pandemic. Given this context, the objective of this study is born, which is to analyze the transparency of the states and capitals of Brazil in the contractions related to the fight against Covid-19, made available by Transparency International Brazil (TIB). Methodologically, this is a descriptive study in relation to the objective, as for the procedures it is considered as a survey of secondary data and qualitative in relation to the approach of the problem. The main contribution of this study is that the greater the social control, the greater the transparency of the states and capitals of Brazil. At a time when governments have significantly increased their spending and there is unprecedented relaxation of controls, it is necessary, more than ever, to expand transparency. Only with transparency and social control will it be possible to prevent waste and corruption, as every penny matters to save lives.
