Smart governance and smart management in small municipalities: the case of Luzerna (SC - Brasil)

In the past few years, the topic smart cities has gained large interest among the academic community and public sector professionals. One of the purposes of the concept of smart cities is to provide sustainability, economic development, and life quality. This study aimed at identifying how a small-scale city could reach smart governance and smart management for the development of the municipality. A case study was carried out in a city that performs e-government and e-governance practices using a descriptive methodology, with the technique of content analysis by categories. After having reviewed the literature, the following categories for analysis were defined: decision-making process; use of information and communication technologies (ICT); stakeholders’ participation and collaboration; and multilevel collaborative smart governance. It was possible to identify that the city of Luzerna presents innovative initiatives which uses decision-making processes which involve several actors in a multilevel relationship which characterize smart governance and smart management.
