Abstract

This paper aims to analyze the place that informational technologies occupy in the Argentine cities agenda, in the context of the second informational wave. Based on the analysis of the specialized literature on the subject, it has been identified various ways for incorporation and development of these technologies in cities, considering the different goals they pursue and the theoretical approaches that support them. Then, we analyze the cases of two cities that have been deploying initiatives related to the subject since 2004. The study case adopts a qualitative focus, supported by the analysis of secondary sources, which are complemented with semi-structured interviews. The research results suggest that the initiatives related to the incorporation and development of information technologies in cities, constitute a highly heterogeneous and dynamic phenomenon, characterized by the use of different tools that could change over time. The relationships between different stakeholders and the role that local governments assume in socio-technological innovation processes exert a strong influence on both the informational development trajectory, as well as its urban orientation and connection with cities.
