Inter-American Development Bank (IBD) investment and urban structuring
a study of the São José dos Campos urban dimanics

This paper investigates the discourse and actions carried out by the Inter-American Development Bank (IDB) and by the municipal government of São José dos Campos, SP, Brazil, relative to the implementation of two programs financed by the IDB: the Habitar Brasil BID Program (HBB), from 1999 to 2009, and the Urban Structuring Program of São José dos Campos (PEUSJC), from 2008 to date. As opposed to those institutions’ social guidance, both programs intended to remove slums from the urban perimeters of the city rather than caring for communities living in socio-spacial vulnerable conditions. A significant amount of the financing was allocated to urban infrastructure and managerial modernization projects, operated by both coercive and consensual actions, reinforcing a certain hegemonic perspective of city.
