Abstract

This paper aims to evaluate the development of the agroindustrial biodiesel production chain in Brazil in the context of the implementation of the Biodiesel Program, considering the level of industrial productive capacity installed in the Brazilian territory between the years 2005 and 2017. The methodology used in this work has a descriptive, exploratory and explanatory nature obtained through the bibliographic, documentary and database analysis of the National Agency of Petroleum, Natural Gas, and Biofuels (ANP). The results show that the agroindustrial chain advanced significantly between the years analyzed, considering the number of installed plants and their installed production capacities, followed by the expansion of production and the biodiesel market. However, there was a strong productive concentration in the Midwest and South regions, changing the context of the proposal to promote regional development in poorer regions, such as Northeast and North, since there was a low agroindustrial dynamic with little participation of production in the states. In addition, the main oilseed used as raw material in the biodiesel production process is soybean, resulting in public policies needs to expand the participation of other oilseeds that are technically efficient and competitive in the market and that are compatible in the context of regional production.

Key words: Agroindustrial Production Chain. Productive Structure. Public policy. PNPB. Biodiesel.
