Created in 2003, the Luz para Todos program (PLT) aims to boost local development and increase the quality of life of its beneficiaries via energy exclusion elimination. Considering the social and economic benefits related to rural electrification and the theoretical propositions of Ranganathan (1993), the present article seeks, by means of a comparative case study, to investigate the perception of families benefited by the PLT about the access and use of electricity. In general, it is observed that the, predominantly positive, perceptions of the interviewees on development differ according to the municipality of residence, thus corroborating the theoretical expectations.
