Considering its importance, this article aims to verify the preparation of the municipal management of Palmeira, in the state of Paraná, proposing an unprecedented method with the use of the Indicator of Preparation. Through its application it was possible to verify its effectiveness regarding the knowledge of the municipal reality, which resulted in 64% of the indicator. However, it was also possible to analyze that if the municipality used all that the Municipal Contingency Plans and the Civil Protection and Protection Plan (PDC) had, the result of the indicator would rise to 71% in the Contingency Plan and to 96% in the PDC Plan. With the information found it is possible to point out the main sectors that need priority changes in order to achieve maximum disaster preparedness in the cities.
