Abstract

Given the importance of the National Program for the Strengthening of Family Farming (PRONAF) for the development of Brazilian rural communities and taking into account the criticisms regarding the way the program's resources are distributed in Brazil, the objective of this study was to analyze the distribution of PRONAF funding among Brazilian regions, through the methodology of Analysis of Variance (ANOVA) with dummies variables, and verify whether the results obtained are in conformity (or not) with the research published in scientific journals about the program. The data for the regressions correspond to the period from 2017 to 2021 and were extracted from the database of rural credit available on the website of the Banco Central do Brasil, considering the resources deflated by the IPCA (a Brazilian inflation index) for the year 2021. The results showed that the possible reasons for the average differences in the amounts contracted through PRONAF between the Brazilian regions are linked to the type of activity (agricultural or animal husbandry) and the type of person (natural person or legal entity) seeking the resource. Although the Northeast has the most significant number of contracts, it was observed that the South region has the highest monetary values received in the period analyzed. This difference is statistically explained by the characteristics of the contracts. Contracts linked to agricultural activities are statistically higher than animal husbandry contracts, just as contracts signed with legal entities (cooperatives) are considerably higher than those signed with individuals.
